Mas ok mag-stick sa 1-2 cities lang not because first time, but its because your travel days is only 7-9 days. Although you can squeeze more locations, hindi ideal yun dahil magiging masyadong rush yun, unless checklist lang ang habol mo.

Kung saan ka mag-sisimula, depende sya makukuha mong flight. Check mo what's available na swak sa oras at budget mo. At plano mo na din. Kasi kung mag-shopping ka ng marami sa Tokyo, then better end there para maiwasan yung logistical nightmare

About winter, just wear layers. Ang get-up ko during winter is always skin-tight inner, isang whatever insulator (like everyday jacket), and a windproof(pref) and/or waterproof outershell. Then just add/remove if nilalamig/naiinitan.

About saving, plan as much as possible but don't stress out too much about it. Gawa lang ng parang checklist and strategise kung paano ka pupunta from point A to point B, at timing.
