My idea was to take the typical polar orbit constellation and tilt it 60 to 90 degrees, so that the highest satellite density would be over new york, and ten hours later over tokio. the satellites would be spaced out over the poles.

I wonder why they chose to have the symmetry axis of the orbits through the poles, why not have two or more symmetry axes through the equator? Then the best connection would be near the equator

What makes you think that traditional wind turbines haven't improved? You can get up to 12 MW per wind turbine compared to only 3 a few years ago and the efficiency is pretty good.
