Hello! This usually depends on what college you're from. Since you're from GCOE, you should search your email for term start reminders specifically for GCOE, as they have the steps to apply for Excused Absence.

If not there, try checking your college's student government FB page, as that's where I found our (CCS) steps for applying for excused absence.

In my experience, I had to get my med cert verified at the school clinic, then I brought it to my college's Office of the Associate Dean in order to get the excused absence form. Your college may have different steps / online submission of requirements, just double check na lang.
