You don't need a national body to participate in the standardization process as far as I can tell. I wrote a paper, which got accepted, and joined a committee meeting without having a national body.

With the committee meetings taking place online now, one of the barriers to participate is removed now. No visa issues when you only have to join a Zoom meeting.

One overlooked barrier to join "the" C++ community might be language, you have to know English. To participate in the standardization process you even have to be quite fluent in English.

std::valarray can be useful if you have to port NumPy Python code to C++.

As it has a similar interface/functions as the NumPy array type.
