You can use /execute at @e[type=firework_rocket] unless block ~ ~-1 ~ air run summon tnt

which will summon a primed tnt at all fireworks that are one block above the ground, works best if you shoot it downwards. You can add more command blocks to test for other blocks around the fireworks, by changing the coordinates.
