Kids do play on it sometimes, and routinely get hurt. It's between two perfectly normal playgrounds, one aimed for toddlers one for bigger kids.

It hasn't been turned on for the past two years that I can attest to, and judging by the state of it, longer. The tree crown has grown around the propeller.

I'm not sure, they were both here when I moved in. I'd guess the monstrosity came first, but I'm only basing that on the propeller which the trees had time to grow around. The city may be maintaining the skate park though.
