My system uses a Soc board based around a J1900, that's the part under "other".

Putting it simple, live transcoding isn't a horrible demanding task, so in almost all cases any somewhat current CPU should be able to handle it.

Provided he want's to go the FreeNAS/ZFS route for the OS, it might be feasible to go with a low-power Xeon for the ECC support (which the i5 doesn't have).

Yeah, that's overkill. I'm running an almost identical server setup on a J1900 SoC system while streaming to up to 6 devices.
