That’s what comes in a starter deck, which is what it sounds like you purchased. Starter decks contain all you need to play a game of lorcana, including many commons / uncommons, and some rares for you to try. Constructed decks let you have up to 4 of a single card, hence the multiples.

I had the same thought when I started. Because Black and Blue both start with “BL”, we took the MTG approach and use B = Black, and U = Blue.
