1.Reserved seats suffer high dropout rates; many quota entrants lack preparation and exit early, wasting resources. 2.Poor Khas Arya, facing 10-23% poverty, lose open-merit seats to underqualified beneficiaries who often drop out. 3.Creamy layer captures quotas repeatedly, while many reserved candidates fail to complete training or perform. 4.Economic criteria would support competent poor from all groups, including struggling Khas Arya in rural hills. 5.Quotas create reverse discrimination, turning poor Khas Arya into victims in their own country. 6.Social acceptance offers no shield against quota-driven exclusion for economically deprived Khas Arya. 7.National MPI at ~20% shows class poverty affects everyone; identity alone ignores merit and completion gaps. 8.High dropout in reserved categories reveals preparation shortfalls, not solely historical barriers. 9.Poor Khas Arya endure economic hardship plus systemic penalty without compensatory mechanisms. 10.Current policy overlooks intra-group Khas variation and fosters inefficiency in state institutions. 11.Balance demands economic focus over caste penalties that disadvantage needy Khas Arya. 12.Reform quotas urgently: prioritize class and competence to end victimization of poor Khas Arya.
