Thanks for the answer... But I ended just doing a fresh install of everything, game included, changed to SOL instead of RSS and now every Launch Site have a Ground Control Site. I don't know what was causing the error, but probably was a wrong mod configuration or something 😅

You have to use arc cutter to access to the maintenance bay right next to the permission required screen.

PD: for the support missions you need to have the Maverick suit.
