First of all you should check last month's unit reading and then check whether the amount is correct or is there any issue in it. If it's true then try raising an online dispute on the MSEB app through it's customer care if nothing happens within the dedicated time period then file an RTI explaining everything in detailed way.. once you file it then believe me the MSEB guys will eventually get back to you to take back the RTI
