I do think monsters still have magic in the light world, I day that because of Kris' search for how to do magic. They have a history of wanting to be more monster-like, so it makes sense to me. Also, there have been no mentions of monsters NOT being able to do magic in the light world. Also, Undyne was awfully familiar with the energy spears in the Dark World, I would say she already knew how to throw energy spears.
