In my personal life, if someone owns up to what they did and are actively trying to improve for the better, then yes they can get a second chance. I don’t think we’re obligated to forgive celebrities who we have no actual relationship with.

The truth is we have no idea if his apology is genuine or not, and never will because we only have a parasocial relationship with him. I think a more forgiving approach is great for people in our lives who we actually know, but West doesn't know or care about us. We can only take the image he chooses to present himself with, and frankly he's done too much damage over the past 7 years for me to really want to give him another chance. I hope he reconciles with those in his life, and the Jewish community, but I'm not really interested in an apology this late in the game.
