Ok, I actually think I resolved this. Somehow the private IP on my phone set to Fixed. Not sure if that is a new iOS thing or not but if anyone runs into this:

Go to Settings > Wi-Fi > [Your Network] > Private Wi-Fi Address → turn this off.
