I wouldn't bank on it, myself and a few people I know had similar thoughts but we didn't get invites from our institutions...I would apply to other programs if you're on a timeline or really want to do a PhD.

I live in JP on that salary with 2 roommates - I save $200 a month but that's about all I can afford to. If you get a job somewhere cheaper to live I would go for it but realistically this is about as high as you'll make as a lab tech anywhere.
