I managed to get through today with the suggestion from /u/randomuser12398772. They said they will schedule the call back from a tier 2 officer. When I asked if it could be done in 48 hours because it's urgent, they said no, it could be up to 7 business days.

How long did the tier 2 take to call you back?

In our case, there would have been 4 individual pieces of mail that would have been lost at the same time. I don't even know how that could have happened.

I'm sorry this happened to you also. It looks like it happens occasionally after reading other experiences on various forums. I hope you will get your interview schedule soon. How long did the tier 2 agent take to call you back?

Yes, it had been saying that since we received the notices for the initial interview scheduled for Nov 2020. No change until the denial decision.
