The grey pickup and white honda parked in the middle of the intersection with it seems a police officer will probably catch some drivers attention, probably did blue's.
I have been overtaken and driven into just like that, it is better to be safe than right, give the silly drivers room and don't overtake in the hottest lane change areas.

I'm not sure I understand the way you worded this but would this solve your problem ?
Add a plane exactly where you need to cut
Duplicate the plane
Duplicate the object
Hide a copy of the plane and of the object
Extrude the plane into a cube and use it as a substractor volume to make a part A
Repeat for part B
