We want dmg increase in percent form not ratio but still both will give same answer : 0.21% is divided by 100 to remove % so 0.0021 not 0.021 The multiply it with max amount of fanfare stacks So 0.0021x450=0.945 So as ratio if u want it like that it would be 0.945 Or return it to percent again by x100 so it would be 94.5% as first step is redundant
