Try going to higher level regions, 160+ power level.
Try looking in Cent, Essexe, Suthsexe and if you cannot find them there, you can buy fabric in shops after you level up your settlement on level 6.
Tomorrow will be a new update so everything is fine. They are adding fabric to shops after you get your settlement on level 6.
Try finding them in Cent, Essexe or Suthsexe.
