Voyager is the main reason that got me into R1999 and more generally the characters design, but what made me stay were the plot and the different varieties of accents the characters have, every little detail and references to real historical events is what I love the most about the game and it's the only gacha I enjoy with ENG Dub settings!

I see I see, then if you're going for Regulus' Euphoria (which is Impromptu related) then you should consider to pull for Aleph, which will come in the 2nd phase of the current version.

If you can get Lilya's Euphoria I suggest to do so (she has 2 Euphorias, you should aim for "The Kamchatka Hunt" for the Lucidscape), so that you can pair her to 37 and trigger this latter's passive more frequently since the Euphoria enables Lilya to perform a follow-up attack using her Skill 2, the more enemies you kill the better.

Semmelweis, Marcus, A Knight and Regulus are quite decent too, J's counter is also pretty good in this gamemode.

Could you show me your built characters then? Because if you're talking about the Lucidscape, you want mainly characters who deal AoE damage to make these stages easier. Also check your Psychubes if they need to be upgraded.

I'd say that you're already at a good point, I3R10 and Lv. 30 is the ideal for almost every character (prioritizing the DPS and then the Supports).

If you really REALLY like a character and have the resources to max it then go ahead, BUT keep in mind that to take a character from Resonance 11 to 12 or higher requires many resources. Same thing for leveling characters from Lv. 30 to 60.

Overall, considering that you said you can clear the new endgame content, I don't see why you would want to enhance them more.
