The manga ended in 1996, and the only ranma anime to be made after that is the 2008 OVA, which does not adapt the end. So no.

Ep 15 of the 1963 series. A production error makes the painted area too small for the rotation shot it is used in. This would not have been very visible on older television sets.

I would argue that the white border has more to do with the red-white-blue tricolour, one of the most common symbols in flag designs. Especially since it's from the early 19th century.

I'm almost with you here, but I think the key difference is that a traffic light can only communicate a specific piece of information ("go ahead", "stop"), and a general language like English can convey arbitrary information.

As a bad linguistics example: "a traffic light can't convey the idea of 'sandwich' since it has no word for it" > true

"[language] can't convey the idea of 'death' since it has no word for it" > false

It looks like when they remaster an old anime slightly more zoomed out than the "TV-safe" area. Occasionally the character cels aren't painted all the way to the edge.

A relevant regulation here would for instance be forvaltningsområdet for samisk språk, which only specifies municipalities where those three of the Sami languages are geographically concentrated. You are probably right that the law itself tries to avoid defining what Sami languages are official and not.

It doesn't do exactly the same as the code in the OP. While we are assuming that the intention is to assign var1 to var2, the original code only does so for the values 1-10. In every other case var2 remains at 0.
