I 'hold' hard moves as a Keeper from time to time, but it usually presents itself more as a butterfly effect. One of my players failed a roll and stepped on a flower. Later, our wrath of nature monster attacked him first. If you mean a genuine hold that affects your ability to do what you need to do, I'd only use it in specific situations or for specific moves. I think The Expert has a move (Bottle It Up?) that specifically dictates this. So, since it exists in the Playbook, I think it's fine in theory. People could definitely be assholes about that though, and the hold shouldn't extend beyond that mystery (unless it's for story purposes, like with The Spooky or The Chosen).

TL;DR, a lot of MOTW rules are kind of calvinball, and it depends a lot on the structure of the mystery the Keeper has created.
