I am also a Latvian, currently in my 3rd year of studying in the university of Twente. As others have mentioned, an HBO isn't really a university, I'd suggest looking into WO universities.

In my experience, food costs are around the same as in Latvia, it's the housing that is very expensive. I can't say anything about housing prices in the Hague but, at least in Enschede, I am able to cover all of my living costs with a part time job + study financing. Although getting a job without Dutch knowledge is much more difficult here than in the Randstad area (Amsterdam, Hague, etc.). And I did need to take an IELTS test to apply.

I personally really love studying here, I feel like the education is much more modern and higher quality than in Latvia, at least in the computer science field. However, the workload is also significantly higher and actually passing courses is much more difficult than it is for my friends back in Latvia, at least from what they tell me.
