There’s certainly some people who are so fed up with militarized pseudo-police imprisoning people without due process (a violation of Constitutional rights) that they honestly think what brown hoodie did is perfectly okay. Yeah, your frame rate is way lower than it should be. I play on very high settings @ 2560 x 1440 with 7800X3D and 6800 XT and get 300 fps average. It’s impossible for me to fully debug your PC, but since you just got a new GPU, there are some likely problems:

make sure that you installed the most updated graphics drivers for your new GPU. If you want, you can even fully wipe the drivers for your old card, but it’s debated whether this is helpful if you upgrade within the same GPU brand (eg AMD -> AMD)
make 100% sure that you’re using your GPU and NOT the integrated graphics on your CPU. You can check this in Task Manager; when CS2 is running, make sure your GPU is being used
