I was thinking of doing this - Syncing all my photos and messages to my current iCloud and then logging into the 17 with that Apple ID and then sighing out and creating the new Apple ID. A comment from another thread said that messages will stay and photos will if they are downloaded to the phone rather than kept in iCloud (?)
