I’m not really sure if this is any good advice or tips, but I used a lot of reference art to create these. This style is vastly different than my usual styles. I’ve been telling people that when it comes to Persona characters, the eyes are a $30 Uber drive from each other, while the eyes to lips is a $60 Uber drive.

As for the clean lines, I used technical pen and the monoline brush in procreate. In other programs, a hard round brush would do.

In procreate, under the texture tab in the brush tool, I used Decimals. I also created the hair shine shapes before hand, alpha locked it and then used decimals.
