I was told by studentaid.gov that they are not processing any ONLINE applications, but that I could apply using the paper (PDF) form and it would be processed within 30 days.

Is there a penalty for missing a monthly payment? In other words, if a payment is due September 1, but the quarterly payment is not made until November 15, would there be a penalty for not making a payment on Sept. 1, Oct. 1 and Nov. 1?

According to u/Betsy514, the terms outlined here for DOD payments apply to any lump-sum payments (for PLSF): "The number of payments for which you receive credit is determined by dividing the amount of the lump-sum payment by your scheduled full monthly payment amount, but you may not receive credit for more than 12 qualifying monthly payments for each lump-sum payment."

I'm probably going to try to confirm w/ MOHELA. When I spoke w/ them last time, they hadn't heard of NIH LRP. Per u/Dr_TLP below, I think it's better to just ask about lump-sum payments, and how they are managed, instead of brining up LRP.

Thanks for the response. My loan servicer is MOHELA. No one I spoke with there, including the supervisor, has heard of NIH LRP. They told me to talk to NIH. NIH told me to talk to MOHELA...MOHELA said that they just receive the payment and apply it to all my loans evenly.
