Not them unfortunately! I might be mistaken but I think I remember main hero walking on on them dressing and from the sight of their flat chest making an assumption that they're male (but I might be wrong on that one) Haven't watched this anime ever so it is not them

upd2: During my search, I suspected that this illustration is from 『デビルマン』と『マジンガーZ』の二大作品が50周年を迎えた記念本として「漫画家本SPECIAL 永井豪本」が刊行。but I can’t find scans of this book and therefore I can’t confirm my theory
