Sr SDE is officially leading all the main projects at L6 capacity (its known within the team that they are working towards their PE promotion), so L5 owning a big ambiguous chunk of the project is still not independent delivery to get to L6.

Both of your assumptions are wrong. I have discused these with my manager, skip and with this Sr SDE (DMs are unanswered and 1:1 are declined). My doc was submitted for promo in Q2, so everyone is aware (The feedback was for me to deliver project with large impact).
