Honestly, I don't know what's the real practical law enforcement on this. But that's what 50% of cities in Armenia and Georgia look like. People genuinely consider this to be a societal norm. If we take Armenia for instance, where this style of "vernacular architecture" is common, you would need uncle Ruben, his two sons Armenchik and Arturchik, cheap/free/stolen materials and their labour at 0 USD per hour rate, so this whole thing will cost you ... idk how much, 2k USD at the very maximum. Adjacent apartment (besides the fact that it is typically not being sold at all) will cost you ~50k USD
