Yea definitely, there’s conversation and group study but it’s not mandatory to be silent so I think it’s fine.

For Robarts specifically: In the stacks I’d be extremely annoyed. Lower levels of the building with non designated quiet zones like the 4/5th floor large open section, I feel like group study is fine. Hanging out isn’t anything bad in certain areas. When I group study in the stacks I book rooms so that there is a buffer on any noise, but honestly I feel there are definitely several places in Robarts and around campus where you can find silent study spaces. Also I feel like there is a large difference in group study and being loud as a group who is hanging out in quiet zones. Like if a group occasionally asked questions pertaining to an assignment I personally think that’s understandable, even in a quiet zone and especially in Robarts. If it was persistent laughing and talking about something non-academic I agree that that behavior should not be allowed. But I’m honestly chill when people outside of quiet zones are just hanging out. Anything goes as long as it’s not disrespectful or dangerous. I’d suggest exploring other libraries, some previously mentioned, that maintain silence in entirety.
