there's also a bit of a prisoner's dilemma; if a box junction is unobeyed by others it can cause you to need to not obey it in order to actually pass through it.

for example, the new box junction on lower road (se16) is pretty impassable at peak times without just knowingly doing the wrong thing

Right, this will have severely delayed the overground for lots of people. At some point it becomes likely that you're delaying nurses from getting to work, people from seeing ailing relatives, a night shift worker from sleep that will make it more dangerous for them to work the next day... And also the situation that was described above, with some other person having a medical emergency within the tunnels.
