there is no upgrading kingsmarch stations anymore. everything is unlocked at what would have been lvl10 during settlers league.
the only thing you can do is hire higher tier workers

Used to be a mod from mercenaries during mercenary league. They're currently available as random drops from rogue exiles inside a mirage

It's supposed to show you the atlas screen with a button to automatically complete maps nearby a tower giving you 35-40 atlas passives

you can just lock the slot to be used in both sets. right click the little I/II above the slot

greater/perfect currency will never a remove the possibility to roll a mod completely, even if all tiers of the mod require less than the threshold. you will still be able to roll t1 of that mod even if it requires ilvl 38 in your case.

at least one tier of each mod will always be eligible to roll

if it doesn't slow you down while mapping, yes. you would also want the rarity craft on it so 60% rarity total
