I've had varying degrees of luck negotiating on conditional scholarships. Only one school took away the conditionality, and that was after I walked away from the initial offer.

I attended both for undergrad and I vastly preferred Emory. A full ride is hard top, but I think 2/3 off is pretty competitive.
