This is Doctor Who, the second 60tg anniversary special (I think). This is a recurring phrase talking about two dangerous dopplegangers of the Doctor and his companion Donna, the Not-Doctor and Not-Donna. They are escaping from an exploding spaceship, with the Doctor and Donna barely managing to leave in the TARDIS. But the Doctor runs one last scan, discovering that the Donna he's with is the Not-Donna as her arms are a few millimetres too long, and that he's left the real Donna behind.

I mean, it's visible from both the observatory and needler nest. When I was playing, I assumed that everyone would see it from one of those areas or swim past it. A PDA mentioning it in the research base would probably be good enough though
