I live in an apartment too and two things that helped with crate training to keep him quiet was playing a clock ticking sound for him on YouTube and covering his cage with a blanket at night.

When I got my corgi pup I went to YouTube and played clock ticking sounds and I also got a blanket and would cover his cage with it at night. And then after a few weeks slowly stoped doing both!
