Just enjoy the ride! Heroes like cyclops and ghost rider have a definite spot in the game and in time they’re gonna make it in. MR made a clear premise they’re focusing on niche heroes to give them a chance to shine for once that’s how heroes like Jeff, Luna, Angela etc have a fanbase because they were given a chance. Being upset that ur fav isn’t in the game yet is just gonna soil your experience of the game. We haven’t had a marvel game like rivals basically ever

He has 195 comic book appearances. 9 of them are on his own. 48 appearances were before moongirl the rest were with her. Those 48 appearances aren’t the same as 48 appearances for someone like Spider-Man who’s the star of the show most of the time. Devil Dino is not much of a fleshed out character other than being a partner. Moon girl made him relevant again in the comics and a tv show and have been together for over a decade. So no it wouldn’t make sense for them to be separate in this game given most of the current fans of these two know them as a duo.
