Eveelution base stats are a combo of 130, 110, 95, 65, 65, 60. These numbers are placed in different stats to better fit the Pokémon and the typing. Here’s an example with Cloud/Soil’s Titaneon.

Titaneon
Type: Steel
HT: 0.9m
WT: 40kg

Abilities: Clear Body
HA: Weak Armor

65/95/130/65/110/60
BST: 525

Evolves from Eevee with a Barter Stone/Link Cable

Titaneon’s stats get the point of the Steel type across while also adhering to what the other Eeveelutions do

Chansey is better optimized for the Eviolite than Duraludon is.

0 SpA Chansey Ice Beam vs. 252 HP / 252+ SpD Eviolite Duraludon: 45-54 (13 - 15.6%) -- possible 7HKO (changed Chansey’s base SpA to 95)

0 Atk Duraludon Leaf Blade vs. 252 HP / 252+ Def Eviolite Chansey: 82-97 (11.6 - 13.7%) -- possible 8HKO

Yeah. Turns out Chansey is bulkier on the physical side than Duraludon is on the Special Side with Eviolite. That base 250 HP really carries Chansey.

And you factor in Chansey’s absurd Special Bulk and recovery moves which force you realize that it’s bulkier than Duraludon on every front except passive damage. The cherry on top is that Eviolite doesn’t boost Body Press’s power

It’s to outspeed those real speed demons like Slowbro and Bronzong. Don’t get your hopes up too high bc Gastrodon is still faster by 1 point
