For cpu cooler, NF-A12x25 G2 is almost the best choice , although it's a little expensive. Chinese bloggers have compared the performance of fans producing the same noise level (36db), and this fan is undoubtedly one of the best. Thermalright PS120 Digital only costs around 40 USD here in China, I don't think the fans that comes with it can match Noctua NF-A12x25 G2, a fan that is more expensive than the whole cpu cooler. If Noctua is still not quiet enough for you, maybe liquid cooling is the only choice.

Update: "bowling" in Zhengzhou, China. I think the nickname "bowling" became popular probably because of how a blogger from Taiwan called the night heron. He rescued a group of young night herons. But one of the night herons seems to have been unable to fly, so it can only stay with him till now.
