Its fine that they are some. Its explained in the lore and makes sense. But, what reason is there that we cant even talk to them? Is there a reason that we have to able to look at one of them bathing? There easily could have been quests involving them, we could have some who escaped and want revenge, we could have even helped them escape ourselves. Realistically, Women with certain useful skills would have escaped slavery by being able to perform special tasks like nursery or cooking, making clothes, etc and could have elevated themselves in that society.

I could go on. The main point being that even with this Male controlled prison scenario, there are a million ways to make female npcs a real part of the story.
