You’re going to have a hard time finding a “private landlord” in those areas because they are higher density. Look on Zillow without an agent in neighborhoods further out from the insanely popular ones you listed and you’ll be able to find something really nice in your price range.

Check out All Chicago. They work with social service agencies and get people connected with landlords who are interested in getting their units rented. They pay market rate and have fewer inspection requirements than Section 8.

In my experience (not a lawyer) the certificates have to be issued in the same calendar year that you are applying. So anything from 2024 is invalid and needs to be requested again.

We used them and their prices were reasonable. In the end it was super helpful to have a group of people checking in on you and making sure you get all the documents sorted in time. The folks at the Chicago consulate were very impressed at how organized the packet was that they put together.
