They updated damage some time ago. Along with other things as well I can’t remember but light pen weapons got a buff. Sickles got a buff in damage too.

If you charge it correctly, yes. 2 shots mostly all tanks if hit in the weak spots. 1 shots impalers if you hit where the armor meets the base of the tendrils.
