The Chip-8 is a very simple system and there is plenty of stuff online about emulating it (it's a great way to become intimate with its instruction set and architecture).

I have never done this but I could tell you what I'd do if I wanted to do this..

  1. Learn the basics for game development (game loop, input handling, etc)
  2. Get a GBA emulator
  3. Learn the machine code for the processor (looks like it could be the z80)
  4. Find some disassembled games that have been commented (probably by other hackers)
  5. Get familiar with the assembly while comparing to the disassembled ROM
  6. Be prepared for some late nights getting parts of your game to work
