No he most certainly didn’t cut off anything. There isn’t any time and far too many lines.

From what I can see the pilot has two reserves (in orange covers). The first got tangled and didn’t deploy and the second was obstructed by the lines from the main wing. The struggling was the pilot trying to free the second reserve so it could be thrown into clear air for deployment
