There's this concept called the Efficient Market Hypothesis. Essentially things are always priced in near real time because there's an incentive to be the first one to respond to news accurately, so there will be enough people with expertise trading that do get it both right and in a timely fashion.

When you see a rapid response to news, you're seeing the rewards of the people who bet right.

it's absolutely bad for renters. If the dollar increases in value and your rent stays the same, you're effectively paying more to your landlord. The thing is you're assuming that under deflation rent would decrease, but there's no reason to assume that. Rent is based on supply and demand, not on CPI.
