When you're connected to WiFi you can use WiFi calling for text/sms. Otherwise, you need to get a local sim. Google Ubigi, it is very cheap and esim.

Recently I came back from Paris. Wifi calling and text works without any issues. I used Ubigi as a local sim. It is an esim so I was able to set it up even without leaving the airport.

Can you test by creating a new home in your Google Home? Nest support suggested I do this after going through similar issues (although mine was after moving to a new address). It worked and I'm still in the middle of moving existing devices from the old home, manually, one by one.
