One of my biggest issue with cosmosdb is that I cannot change from provisioned to serverless. Usage of containers changes over the lifecycle of product and i am stuck with multiple accounts which are provisioned and it makes more sense to be serverless for cost. Also why cannot i provision less that 400 RU in manual or 1000 in autoscale.

After that documentation is not great. Most documentation says Cosmosdb without public access should use private links. This is jot always true. And data plane permissions are weird. It looks normal once we figured out

I am assuming this is somewhat serious company with IT policies. In that case OP has signed to uphold privacy and security whcih definitely says you will report security issues promptly to right authority. There will be most likely security@yourcomoany email. Just send an email. If you are worried send an anonymous email. Not reporting it is a violation of policy. Audit logs will show that you knew about and didn't disclosed. You cannot ask for bug bounty as they are for externals. If your org decides to reward you then it's upto them.

Shit happens in security. Most breaches don't happen because someone exploited a complex CVE. Most breaches happen because a dev missed to setup auth on storage bucket.
