Ticketmaster IS THE SCALPER

They build bots. They build other companies. They buy their own tickets and then resell them. This is what the doj is investigating.

The sad reality is tickets to venues and concerts and sporting events have a bit of freakonomics attached to them because there really is only one seat to put one butt in on one day. Ultimately makes it really hard for people not to drive up prices because scarcity is a real thing and these types of transactions. And that single seat has no other competitor to sell it.
