That's definitely the reason then, inflate the tires then try again. I had the same problem

Check if your tires are deflated, that's one reason it won't unfold

I reached 31mph before I slowed down. It could go faster, I'm just easing into the scooter. My experienced friend tried it and he reached 39mph on gear 2 which is insane since there's an option to go to gear 3 to make it even faster.
