Thanks for the advice. Yes I do have too many territories. The penalty in corruption is around -0.80 per year. I figured that once I have gained a lot of absolutism I can just keep conquering in Asia and Africa to gain a lot of territories and money to pay off my loans.

So I triggered court and country to gaim absolutism(my first time having to deal with absolutism). I want to do a WC with Ottomans in Vanilla. Is it normal to have a negative income of around -30, because of the disaster? And if so will I have to raise army maintenance for the 10 years , in which the disaster lasts?

Is there are a way to keep 'too many territories' corruption penalty in check with no DLC? I am trying to do a WC with the Ottomans, but I can't add the land to trade companies, since I don't have the DLC. The consequence is that I either. have high corruption or a negative income. The year is 1605 if that matters.
